About the Speaker

Glenn Campbell represents Canada’s Department of Finance at the Consulate General of Canada in New York, an appointment he assumed in 2007. In this role he is responsible for monitoring Canada-US financial and economic developments; monitoring US and global capital markets;  providing analysis and advice to the Government of Canada; fostering relations with the international financial community; and promoting Canada’s financial and economic interests.

During his tenure in New York Mr. Campbell has been particularly focused on the impact of the financial crisis on Canada-US capital markets and shared economy. He formerly was Senior Chief, Department of Finance, in Ottawa, with responsibility for major fiscal arrangements with provinces and territories.  He oversaw the redesign of Health and Social Transfers, and coordinated federal funding agreements with provinces in 2000, 2003 and 2004, which supported national reforms of the health care system.

Mr. Campbell has frequently spoken on Canada’s fiscal arrangements with provinces, sharing Canada’s experiences with other countries regarding wealth distribution and federal funding formulae supporting major social programs, including working as an international expert with the World Bank in China. Prior to joining Finance Canada in 2000, he held positions at Industry Canada and Treasury Board Secretariat in Ottawa, and Canada’s Revenue Agency in Toronto. He holds a BA from St. Francis Xavier University and an MA from the University of Western Ontario.
